Political Economy of Economic Reforms

The objectives of the course are to provide a critical and informed understanding of the political economy of economic reforms with particular emphasis on successful post-socialist transitions such as Estonia….

2015-Present: Adviser, Strategy Unit, Government Office of Estonia (Tallinn, Estonia ).
2013-Present: Director, Centre for Free Economic Thought at Estonian Business School (Tallinn, Estonia).
2011-2015: Head of Economic Analysis, Ministry of Economic Affairs and Communications (Tallinn, Estonia)
2012-2016: Chairman of Supervisory Board, AS Teede Tehnokeskus (Road Technical Center Ltd), Tallinn, Estonia.
1999-2010: Independent Consultant.

Executed and participated in a number of consulting projects in Asia, Europe and the United
States. Some examples include:
• Led the team of five consultants who implemented e-commerce venture in
cooperation with the largest IT group in the Baltics.
• Evaluated the activities of Global Internet Policy Initiative in four Central Asian
countries for the Open Society Institute.
• Evaluated 10 e-government websites for the UN e-government survey.
• Conducted research for a major US telecom company concerning the new EU
telecom package.
